Rockets
Rocket activity picked up shortly after they were disbanded in Johto. The rockets knew that if they had just a few more numbers they could take over Celedon, and most of Kanto, just like they had attempted over 30 years ago. Secretly recruiting, the Rockets soon had too many, thus spreading to Johto. Recruiting had been so successful, that not even the strongest trainers could take them down. If you can't beat them join them right? Soon they had some of the strongest trainers such as Gold, Silver, and Crystal in their ranks. Things were suddenly turning their way.
Soon, they started closing down gyms. They wanted to make the pilgrimage of a trainer illegal. When the news spread, trainers started to Rebel, but their rebellion was not enough to stop the take over. Thus, they moved their battles underground were bloodshed was inevitable. IF caught by undercover rockets they would easily be captured and tortured either by hand, or by Pokemon. Second offense meant death.
Soon all of the world was taken over by the Rockets. You were either with them, or against them, heck even one of them. The Rockets have won. Pokemon battles and pilgrimage's were illegal, and if caught you could be killed. The darker days were here, and the years were you could travel, will surely be remembered.
That's the history of the Rockets. As a rocket you have access to all the catching areas which means you can expand your team, and make your team stronger. You can have as many weapons as a human could naturally carry. Since there is a headquarters you have access to many Pokemon related items.
Jobs include:
Undercover Rocket: Undercover's pose as Rebels trying to slither into their ranks and gain their trust. This could be months of work. An Undercover will have a special I.D often a word, or call given to them by a Rocket Admin so when arrests happen they are left untouched. They often join underground battles, and Rebel missions leading rebels astray.
Rocket torturer and questioner: Once Rebels are caught, these guys (or girls) are the ones to question them, and don't do so lightly. Regardless of the answers, they will end up torturing their victims anyways. They often have stronger Pokemon and use them for torture. If you are a female rebel, a male torturer may find that romancing you is a much better approach. Nonetheless those in these ranks are sick and twisted.
Rocket Guard: These guys don't have an exciting job, but its quite important. They are very patient, and have strong stamina. They guard valuables, rebels, and can even be body guards for higher up Rockets. They are expected to train constantly so their Pokemon team is in tip top shape.
Tech Rocket: Tech Rockets are very intelligent, but don't have the strongest pokemon team ever as they honestly could care less. They hack into databases and create lists of active Rebels for the Rockets to have. If they hear of new Rebels they update the lists. These Rockets never truly have a day off. They are constantly coming up with new technology that benefit the Rockets, and the Rockets only.
The Admins: Currently there are only five Rocket admins. (FOUR SPOTS OPEN!) These Rockets have done almost all of it, from questioning, to going undercover. Most admins come from the undercover Rocket position, but an admin can come from any spot with the right skills. The Admins are the bosses if you will. They take care of anything. What they say goes. Understood?

Rebels
In 2015 when the Rocket activity began to pick up and there were many people who were choosing to follow those laws set by those who ruled the city; only going out when they were allowed, only living in the complex's that were built for them. Though despite being so many civilians choosing this life - albeit a restricted one - there were also those who didn't want to be treated in such a way.
The Rebels were the smaller minority of people who refused to abide by the various laws that the Rockets had imposed. Illegal underground battles, Riots, Thefts and many other disturbing activities that occur within Celadon are often the result of increased rebel activity - which also causes an increase of Rocket out to arrest those who dare to break the law.
Many of those you see sleeping out on the streets either during the day or the rare times of peace during the night are more often among those who consider themselves to be a Rebel, there are a few of those who are not a part of this small group of people but will occasionally be mistaken as such.
Naturally due to their different views, Rebels and Rockets tend to hate each other and will more often try to do anything to make life difficult for the other. Whether it be breaking into the department store and taking supplies in order to survive or risking being caught by attempting to stay in the hotel for a rare night of a safe haven.
As the years have worn on Rebel activity has decreased due to the many arrests - and in some cases deaths - of many rebels that were unfortunate enough to be caught, get taken to the rocket headquarters and never able to leave alive again. Of course; there are those who have been fortunate enough to escape the confines of the underground dungeons that serve as the prison within this facility. Whether it be from some outside help or something else they would never tell you; though their time spent within the prison makes these Rebels more determined to stay free and cause as much damage as they can.
Naturally due to the decrease in Rebel activity in recent years and the fact that they fare worse than the followers, Celadon has become a little calmer than before - only having the occasional problems from the rebels. Though there are still enough around to cause problems for people, there is just a smaller chance of them getting caught since they have learnt the best way to just disappear and there are those among the followers who will offer some help to the rebels.

Followers are only allowed in the city during the 'calm' period, where Rebel activity was incredibly low. They would be allowed to shop, interact, and even Pokemon battle? However isn't it illegal?
The Rockets set up a small arena dome inside of their own headquarters were followers once a week would be allowed to participate in battles to exercise their Pokemon. They also had access to the safari zone, but only once a week. It was better than death right? Who cared if you didn't get to travel, or you were on house arrest, it was better than death itself.
However, Followers still weren't safe. They faced starvation, and stir craziness. Without food, or socializing one could go crazy right? Sneaking around, was a serious offense which lead to deep punishment. However some Followers weren't pure Followers. Some created an underground railroad system in the colder seasons. After all, Rebels had no housing. They slept in abandoned buildings and alley ways. Followers would help Rebels by providing housing. However if caught, it was a straight death sentence.
What will you do?
As a Follower you have the ability to battle and train your Pokemon without being in trouble. However, you can only do this in the calming time. If you have your Pokemon out in the city, its a serious offense. You also have access to the Safari Zone all day on Mondays and Thursdays OOC. Followers don't have jobs as their jobs are to report Rebel activity or others who may be housing Rebels. For good behavior, the Rockets pay the Followers enough to survive. After all, their Pokemon can be useful in their homes.
